Scale of old-day Indian Horse?

Steppe horse scale like indian horse? hmm.. what a question asked my self to push me to research answers by internet. IT is really confused me. Because of many un-clearly answer running around and round. Anyone, can help? I try to make it clear with my sketching on paper.
